As the '90s came to a close, 1999 saw the bands on our top 10 list in various stages of their career. Emperor were toward the end of theirs, while Dillinger Escape Plan were just getting started. More than a decade later, most of the bands are still pumping out quality material. Topping our list was Nevermore, who really hit their stride with Dreaming Neon Black.
